Dr. Zülfikar has been a professor of pediatric hematology/oncology at İstanbul University’s Oncology Institute since 2000. After having graduated from İstanbul Medical School in 1981, he pursued his academic interests in medical studies and completed his residency in Pediatrics in 1986 and became Associate Professor in the Department of Pediatrics in 1991. He conducted studies in London (1992 and 1993) and Chicago University Children’s Hospital (1993 and 1999). At the end of 1992, he founded the “The Hemophilia Society of Türkiye”, which he still chairs.
Dr. Zülfikar was elected as a permanent member of the Turkish Academy of Sciences (TÜBA) in 2012. He served as a member of the Board of Higher Education Council (2004-2008), Vice President of the Board of Medical Specialty (2008-2012), Vice Chairman of the Board of Trustees of Bezmialem Vakıf University (2010-2014), and Director of Department of Pediatric Hematology-Oncology at İstanbul University Oncology Institute (2004-2019). Between 2003 and 2007, Dr. Zülfikar was a consultant to the Turkish Ministry of Health and The Turkish Red Crescent between 2004 and 2008. He is currently the Director of İstanbul University Oncology Institute.
Dr. Zülfikar has 37 books and book chapters, 167 published articles and more than 500 presented studies. He was granted a total of 24 awards by universities, several non-governmental organizations, municipalities, and private healthcare establishments for his services. He practices in the fields of Pediatrics, Hematology, Oncology and Hereditary Bleeding Disorders. The current H-index is 17.
Dr. Zülfikar was appointed as the Rector of İstanbul University in August 2023.

SENATE
The Senate, under the chairmanship of rector, consists of vice-rectors, deans, faculty members elected for three years from each faculty and the chairs of the institutes and schools under the supervision of the rectorate. The Senate holds at least two meetings in each education term one in the beginning and the other at the end. The president calls the senate for a meeting if s/he considers necessary. The Senate is the academic body of the university who also has these responsibilities:
- To decide upon the bases of the education, scientific research and publishing activities of the university,
- To prepare the drafts of the laws and regulations related to entire university or present opinions,
- To prepare the regulations related to the university or to the units of the university that will become valid after the approval of the president and published in the official gazette,
- To analyze and decide upon the annual academic calendar and the education program of the university,
- To entitle honorary titles that are not subject to any exam and to resolve the faculty committees suggestions for these,
- To analyze and resolve the objections to faculty committees and the committees of institute and schools under the supervision of the rectorate,
- To elect members for the university’s board of executive directors,
- To conduct the other duties related to this law.
The Board of Executive Directors
The board of executive directors of the university consists of the deans, three professors elected by the senate to represent the different education units and areas for four years under the chairmanship of the president. If required, the president calls the board of directors for a meeting. Vice president can attend the board meetings without voting authorities. The board of executive directors is a body that assists the president in the administrative task who also has these responsibilities;
- To assist the rector in applying the decisions of the higher education supreme boards and the senate in accordance with the determined plan and programs
- To carry the practices of activity schedules and programs, to present the investment program and budget proposal with its own suggestions after analyzing the draft by taking the views of the university’s other units into account
- To make a decision on the subjects brought by the president related to the university administration
- To resolve the objections against the board decisions of the faculties, institutes and schools after analyzing them
- To conduct the other duties given by the law and regulations
