Dr. Zülfikar has been a professor of pediatric hematology/oncology at İstanbul University’s Oncology Institute since 2000. After having graduated from İstanbul Medical School in 1981, he pursued his academic interests in medical studies and completed his residency in Pediatrics in 1986 and became Associate Professor in the Department of Pediatrics in 1991. He conducted studies in London (1992 and 1993) and Chicago University Children’s Hospital (1993 and 1999). At the end of 1992, he founded the “The Hemophilia Society of Türkiye”, which he still chairs.
Dr. Zülfikar was elected as a permanent member of the Turkish Academy of Sciences (TÜBA) in 2012. He served as a member of the Board of Higher Education Council (2004-2008), Vice President of the Board of Medical Specialty (2008-2012), Vice Chairman of the Board of Trustees of Bezmialem Vakıf University (2010-2014), and Director of Department of Pediatric Hematology-Oncology at İstanbul University Oncology Institute (2004-2019). Between 2003 and 2007, Dr. Zülfikar was a consultant to the Turkish Ministry of Health and The Turkish Red Crescent between 2004 and 2008. He is currently the Director of İstanbul University Oncology Institute.
Dr. Zülfikar has 37 books and book chapters, 167 published articles and more than 500 presented studies. He was granted a total of 24 awards by universities, several non-governmental organizations, municipalities, and private healthcare establishments for his services. He practices in the fields of Pediatrics, Hematology, Oncology and Hereditary Bleeding Disorders. The current H-index is 17.
Dr. Zülfikar was appointed as the Rector of İstanbul University in August 2023.

Prof. Dr. Levent ŞAHİN
Prof. Dr. Levent Şahin, who was born in İstanbul in 1980, completed his primary, secondary and high school education in different schools of the city and then started his undergraduate education by entering Çanakkale Onsekiz Mart University (ÇOMÜ) Biga Faculty of Economics and Administrative Sciences (İİBF) Department of Labor Economics and Industrial Relations in 1998. After completing his undergraduate education in 2002, Şahin started working as an assistant at the same University and completed his master's degree with his thesis titled "Legal Framework of Remuneration in Human Resources Management" in 2005. Şahin moved to İstanbul University, Faculty of Economics, Department of ÇEEİ to receive his doctorate and continue his assistantship at the same time. After completing his doctorate in 2010 with his thesis titled "Youth Unemployment Problem in Turkey in the Process of Harmonisation with the European Union", he was appointed as an Assistant Professor to İstanbul University, Faculty of Economics, Department of Labor Economics and Industrial Relations in 2011. After his successful studies, he was awarded the title of Associate Professor in the field of "Social Policy" only one year later.
Şahin, who has been working as a Professor Doctor at İstanbul University Faculty of Economics, Department of Labor Economics and Industrial Relations since 2017, has been teaching Labor Economics, Labor Markets, Strategic Management, Leadership, Entrepreneurship Culture, Human Resources Management, Technology Management, Higher Education Policies, Education Methods and Policies. He has many national and international books, articles, notifications and scientific research projects in his fields.
Şahin, who worked as ODEF Deputy Dean between 2015-2019 and as ODEF Dean since 2019, has been serving as Vice Rector since 2020.

Prof. Dr. Cemil KAYA
Prof. Dr. Cemil KAYA was born in 1971 in Üsküdar, Istanbul. He completed his primary, secondary and high school education in Üsküdar. He graduated from Ankara University Faculty of Law in 1994. He started his academic career in 1995 as a Research Assistant in the Department of Administrative Law at Selçuk University Faculty of Law. In 1997, he completed his master's degree with his thesis titled "Discretionary Power and Judicial Supervision of the Administration", and in 2000, he completed his doctorate with his thesis titled "Loss of the Institutional Title of Elected Bodies of Local Administrations in the Light of Judicial Decisions and the Example of England". He became an assistant professor at the same University in 2001. In 2006, he became an associate professor of administrative law with his thesis titled "Right to Information in Administrative Law". In 2009, he was appointed as an associate professor of administrative law at İstanbul University Faculty of Law. In 2012, he became a professor at the same university with his professorship presentation thesis titled "The Council of State's Perspective on the Concept of Public Interest Based on Its Decisions".
He carried out scientific studies at Sheffield Hallam University, United Kingdom, between October 1996 and March 1997, and at the University of Nottingham, United Kingdom, between September 2000 and September 2001. Between September 2008 and September 2009, he completed his second master's degree at the University of Portsmouth, United Kingdom, with the thesis titled "Assessing the Transfer of Personal Data in the European Union in the Light of the Data Protection Directive". Between September 2015 and August 2016, he worked as a visiting professor at the University of Sussex, United Kingdom.
He served as Deputy Dean at İstanbul University Faculty of Law between 2010 and 2015. Between 2015 and 2018, he served as the Director of the European Law Application and Research Center at İstanbul University Faculty of Law. He has been serving as a "Member of the Interuniversity Board Legislation Commission" since 2012. Between 2021 and 2022, he served as a member of the Scientific Commission established by the Ministry of Justice within the scope of harmonizing the Personal Data Protection Law with European Union Standards. He also serves as a national expert in the project titled "Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State" carried out by the Council of Europe.
He has more than a hundred scientific studies in the fields of Administrative Law and Administrative Procedure Law. He is married and has two children

Prof. Dr. Yahya GÜLDİKEN
Prof. Dr. Yahya Güldiken was born in Istanbul in 1959. He completed his middle and high school education at Galatasaray High School between 1970 and 1978. He studied medicine at Cerrahpaşa Faculty of Medicine between 1978 and 1984. Between 1984 and 1986, he fulfilled his compulsory service at the Erzincan Çağlayan Community Health Center. In 1986, he began his residency training in the Department of Otorhinolaryngology (ENT) at Istanbul University, Istanbul Faculty of Medicine, and in 1991 he became an ENT Specialist Physician, continuing his duties in the same department.
In 1993, he worked as a visiting observer at the Gustave Roussy Cancer Center in Paris, France. In September 1994, he received the title of Associate Professor. In 1997, he was appointed to an associate professorship position. Prof. Dr. Yahya Güldiken initially conducted studies in the field of Head and Neck Cancer Surgery within the ENT Department; in 2004, he began performing Cochlear Implant Surgery and carried out significant national and international work in this field. In 2006, he was appointed to a full professorship position.
Prof. Dr. Güldiken has contributed to the training of distinguished faculty members in the field of cochlear implants at our University’s Istanbul Faculty of Medicine. He has publications and scholarly output in national and international journals and books, including articles, journal publications, research studies, book chapters, and project work.

Prof. Dr. Selçuk DAŞDEMİR
Prof. Dr. Selçuk Daşdemir was born in Istanbul in 1984. In 2006, he graduated as valedictorian from Istanbul University Cerrahpaşa Faculty of Medicine, Department of Medical Biological Sciences. He completed his master’s degree in 2008 at Istanbul Technical University, Graduate School of Science and Engineering, Department of Molecular Biology-Genetics and Biotechnology, by submitting his thesis titled “Ageing, Cardiovacular Diseases and Candidate Gene Polymorphisms.”
Between 2008 and 2010, he worked as a researcher at Ulm University Faculty of Medicine in Germany. In 2013, he completed his PhD at Istanbul University, Institute of Health Sciences, Department of Molecular Medicine, with a dissertation titled “Investigation of the Relationship Between Schizophrenia and Chemokine Genes.”
Between 2014 and 2019, he served as a Faculty Member (Assistant Professor) at Istanbul University-Cerrahpaşa Vocational School of Health Services. During the same years, he worked at Istanbul University-Cerrahpaşa, Cerrahpaşa Faculty of Medicine, Department of Medical Genetics pursuant to Article 13-b/4 of Law No. 2547. Between 2014 and 2019, he also served as a secondary-duty rapporteur at the Ministry of Justice, Council of Forensic Medicine, 5th Specialized Board pursuant to Article 38 of Law No. 2547. In 2017, he received the title of Associate Professor in the field of Medical Biology. Between 2019 and 2022, he served as an Associate Professor at Istanbul University, Istanbul Faculty of Medicine, Department of Medical Biology. In 2022, he began working as a Professor in the same department and continues in this position. In 2024, he began serving as Acting Director of Istanbul University, Graduate School of Science and Engineering and continues to hold this role in an acting capacity. In 2025, he was appointed as a Medical Biology Member of the Ministry of Justice, Council of Forensic Medicine, 5th Specialized Board and continues in this role.
He has numerous articles published in national and international peer-reviewed journals on the genetics of autoinflammatory diseases, rare genetic diseases, psychiatric disorders, inflammatory system genetics, cancer genetics, and neurodegenerative diseases. He is married and the father of four children.

Prof. Dr. Rabia Nergiz DAĞOĞLU SAKİN
Prof. Dr. R. Nergiz Dağoğlu Sakin was born in Istanbul in 1980. She completed her middle and high school education at Üsküdar American Academy. Between 1998 and 2004, she received her medical degree from Istanbul Faculty of Medicine.
In 2005, she began her residency training in the Department of Radiation Oncology at Istanbul Faculty of Medicine. Following the completion of her residency, she worked at the Department of Radiation Oncology, Istanbul Faculty of Medicine, and at the Department of Clinical Oncology, Institute of Oncology.
Between 2013 and 2015, she served as a postdoctoral researcher at Harvard Medical School. During this period, she completed the Global Health: Quality and Safety Certificate Program at the Harvard T.H. Chan School of Public Health.
She got the title of Associate Professor in 2017. Between 2018 and 2019, she worked as a visiting radiation oncologist at the Department of Radiation Oncology, Johns Hopkins School of Medicine, and at the University of Maryland Proton Therapy Center. She was promoted to full Professor in 2024. She is currently a faculty member at the Department of Clinical Oncology, Institute of Oncology, and the Department of Radiation Oncology, Istanbul Faculty of Medicine.
Since 2024, she has been serving as Vice Director of the Institute of Oncology and Vice Dean of the Faculty of Open and Distance Education.
She has authored numerous articles, original research papers, reviews, and book chapters published in national and international journals and books. She also actively serves in various professional associations related to her field of specialization as well as undergraduate and graduate education.
In November 2025, she was appointed as Vice Rector.
