Abstract

In this study, primarily we determined the tough and uncompromising attitudes of Armenians on the Nagorno-Karabakh conflict.  After that, we analyzed the internal causes behind them.  First of all, we can see the existence of a security dilemma in the viewpoints of Armenian decision-makers, which specially appears against Azeris.  In this framework, Armenians who cannot escape from the Turkophobia and the ‘Greater Armenia dream’ insist on removing the territorial injustice made against them in the Soviet period and claiming the historical ownership of the whole region.  Other domestic incentives are the cognitive differences among Armenians from all over the world; the ultra-nationality that is decorated with religious motives; national consciousness that built on so-called genocide memories; demographic factor with its increase and decrease dimensions; symbolic and strategic importance of this region; severe economic problems; and political distress coming from Armenian opposition parties and groups.

Abstract

This paper is about water trade between Israel and Turkey that will be implemented in 2003 through utilizing waters of the Manavgat River in Turkey according to the agreement signed between two states on August 6, 2002. The paper claims that this first water trade in the Middle Eastearn history would lead to new water related cooperations between Israel and its neighbors in the Jordan River Basin. By importing high quality of the Manavgat waters Israel will get rid of its water stress and come to the Mideast Peace negotiations without feeling of pressure to maximize its share on the transboundary waters in the Basin. This situation will directly contribute to the settlement of other disputes between the Basin states and also the Middle East Peace.

Abstract

This article deals with the recent developments in European security.  Two issues can be singled out in this regard: first, the invocation of Article 5 by NATO and, second, the declaration of the operational capability of the European Security and Defence Policy by the European Union. NATO still functions like an alliance for both the EU and the US. Yet, it has been keeping itself busy with security concerns of a geographical area extending from the Balkans to Central Asia, from the Baltic to the Mediterranean. Moreover, NATO is a good candidate for an obsolete political organization duplicating the role of OSCE in Europe if it accepts another ten or so new members. In this fluid European security environment, Turkey needs to become an EU member in order to address its security concerns.

Abstract
The concept of terminology has a significant place in social sciences. The aim of this work is to indicate, in this context, its importance. To do this, in light of the 1915 Armenian Migration the notions of "diaspora", "genocide" and "massacre" are examined. The aforementioned concepts need to be discussed in detail so as to truly understand the 1915 Armenian Migration. The works done in this field ignore the significance of differences amongst the terms"diaspora","genocide"and"massacre".

Abstract

The existence of the Indepentent Regulatory Agencies at Europa are so new should it be compered with its existence at the Legal System of the USA which goes back over hundred years. The existence of these agencies which are mainly active in the areas of specially economy, human rigthts and freedom, comunication, environment etc... are the main issue and subject of the arguments in the Legal Systems of the countries like France and Turkey. However, despite no legal regulations are brought into the system yet in order to bring an end to these argument, it was continued to activate new Independent Regulatory Agencies in order to reform the economy specially in Turkey.

Abstract

The subject matter of the study is the mayor, the styles of being given work and being dismissed of the mayor.The mayor is executive body of the municipality but it is  set up separately from the decision council, and more than one executive bodies are available. The mayor could begin to work either by an election or by an appointment. There would be benefits and damages for an appointment and elections.The reason for the ending of the mayors’ duty varies depending on political, social and historical conditions of the state. However, these, generally speaking, can be classified as through election, recall, abolition of the municipal corporation and jurisdiction.

Abstract

In the history of contemporary Turkish economic thought, Serendi Arşizen is  to be remembered as the first social scientist who initiated lectures on political economy in the faculty of medicine where he was acting as a practitioner. In the light of very skimpy knowledge concerning his life-story, adopting L. Rossi’s book of “Cours d’economic politique” he translated it and also suplemented chapter regarding as the economic problems of 1840’s Turkey. Indubitably Serendi Arşizen opened up a new and influential vistas in the economic thinking of Tanzimat intellectuals.

Abstract

In this paper it has been analyzed the fiscal policies in the European Union(EU) and the rules of debt in the Economic and Monetary Union(EMU), the economic problems and  fiscal problems during the transation phase to EMU. The transation phase to EMU has been accompanied by considerable monetary and fiscal consolidation efforts in the EU. In this context this consolidation process both the countries included to EU, and the fiscal policy structure in the EU has to be developped for stabilization in the light of Maastricht Treaty criteria.

Abstract

 In this article we try to examine the factors that effect creativity in complex social settings. We define organizational creativity as the creation of a valuable, useful new product, service, idea, procedure or process by individuals working together in a complex social system. An understanding of organizational creativity will necessarily involve understanding (a) the individual creative performance, (b) the group creative performance, (c) the organizational creative performance and (d) the way in which each of these components interacts with the others. The data for this research were gathered from the managers of 90 textile firms selected among the largest 1000 firms of Turkey.

Abstract

Today, organizations are demanding more from their employees than ever before. Higher customer expectations, increased globalization, more sophisticated technology- these are Just a few of the changing conditions at working life . In today’s working environment the traditional command and control hierarchies of the past are increasingly less appropriate. Instead, employees must learn to take initiative, to be creative and to accept responsibility for their actions. They need to be “empowered”. Empowerment is a complex concept. It tends to mean different things to different people. There are two different perspectives that often come into play when executives think about empowerment. One of them is that empowerment is about delegation and accountability. The other group of executives believe that empowerment is about risk taking, growth and change. In this article, we try to analyze these two different perspectives of executives and the meaning of empowerment.

Despite feelings that empowerment can give an organization a competitive advantage, and despite the fact that many managers agree that empowerment is desirable, companies often run into problems with implementation. At the same time, this article explores the reasons why this promising concept often proves elusive.
