4 Aralık 2011 tarihinde Türkiye'ye dönen Bölüm Başkanımız Doç.Dr. Sevinç GÜLSEÇEN, Ball State Üniversitesi'nde (Muncie, IN, ABD) bulunduğu süre içinde diğer bilimsel çalışmalarının yanısıra, "Istanbul as Smart City: A Conceptual Framework" başlıklı bir seminer vermiştir. Istanbul as Smart City: A Conceptual Framework
Worldwide, as cities are growing, city planners are facing a host of challenges: inefficient transport services, outdated water and waste networks, rising pollution levels and an increased demand for energy. Smart City through integration of various technologies help cities to integrate information systems for public safety, transportation, water, building, social services and other agencies to manage growth and development in a sustainable way that minimizes disruptions and helps increase prosperity for everyone. It also brings together key decision-makers from cities, municipalities and local governments, including mayors, administrators and urban planners, as well as senior-level executives from utilities, energy suppliers, service providers and transport operators with responsibility for strategic development, sustainability, infrastructure and network management, finance and regulation. How Istanbul is planning for such a smart city? What is the conceptual framework of Istanbul's Smart City Project? The presentation will address the following questions:

- What are the main market drivers and barriers for smart city development?
- What are the key policy, technology, and economic issues that are influencing the development of smart cities?
